Why intel , AMD or samsung is not buying ARM ?

-Why should they? ARM is 32-bit processor type. It would cost a lot to make it to 64-bit, make it desktop grade and keep personel for ARM's CPU support etc. and it still wouldn't beat Llano or Atom. Samsung has it's own CPU type that is good and they plan to make 2GHz "desktop class" mobile CPUs. No need. Why should they? ARM is 32-bit processor type. No need.ARM is for 32bit processors only and mostly in cel phones, PDA's and the like...not much reason for AMD or Intel to bother with...AMD has its "fusion" chips that's better but it could make its way into PC's for some low powered "entry level" machines.
Intel is better because it runs cooler. AMD will get hot. Intel has better processor speed.
Why pay for something that is a free program?
